Health, Safety, Environment and Quality (HSEQ)
AFP promotes Health, Safety, Environment and Quality (HSEQ) and proactive management as a primary focus to achieve quality performance and cost efficiency. Continual improvement and risk mitigation are key elements.
HSEQ has high visibility in all phases of work executed throughout the organization. All work is evolving around HSEQ work processes. Deviations are recorded in the HSEQ reporting systems and are a source for the continuous learning and improvement process. A reward system is used to encourage reporting, safe execution and improvement proposals.
Proactive Management, Continual Improvement and Risk Mitigation
A yearly management review process assesses experiences and challenges to identify improvements, upgrades and modifications. Continuous analysis of HSEQ reports and technical trends exposes corrective actions required to mitigate impact on future performance and costs.
Proactive Management and attitudes are emphasized in the culture of the organization. The organization is continuously, as well as through formal work processes, guided to evaluate day-to–day operational challenges as well as future challenges:
§ HSEQ incidents logs are analysed to observe trends that indicates inadequate work procedures or attitudes.
§ Technical data are logged continuously and trend analysis are executed to detect possible anomalies indicating possible future equipment failure.
§ Extensive audit processes

§ Root Cause Analysis

Based on systematic analyses of data and observations, potential future challenges and risks are identified. Plans with actions are established for risk mitigation, which in turn is achieved through a continuous improvement of all work processes.
Continuous Improvement is ensured by Proactive Management. Observed potential future challenges and risks are compared with present technical capabilities, work processes, maintenance routines and competence to identify if upgrades, modifications or changes are required to safeguard the integrity of the FPSO uptime performance or if costs can be optimized. This is translated into upgrades of maintenance routines and sequences, equipment upgrades or modifications, as well as revisions of work processes and procedures.
All employees can suggest changes or improvements through the improvement proposal system. This is encouraged through a reward system.
Risk Mitigation is essential in order to avoid undesired incidents.
A work permit system ensures that jobs tasks are planned up front, safety barriers are in place and involved disciplines are aligned. The WP system is based on the principles of internal control i.e. several independent parties are involved in the approval, control, coordination and management of activities.
A risk management system is implemented to prevent accidents, injuries and damages when executing complex tasks or activities. Tasks or activities are by the risk management system tested to identify risk levels and evaluate if mitigating actions are sufficient to allow the tasks or the activities to be executed. The risk management system is based on the principles and guidelines of the ISO 31000:2009 standard.
Quality performance is achieved through individual and collective competence and team efforts. A basic competence requirement for individual positions are prescribed by the skills matrix. Employee competence is continuously evaluated against observed and predicted future challenges and the skill matrix. A training program (over and above compulsory training in accordance with STCW) is revised annually to identify training required to bridge individual or company competence gaps. Significant resources are used to ensure maintenance and enhancement of individual and company competence.
In cases where it is not cost efficient or feasible to establish internal competence or expertise, competence gaps are bridged through engagement of expert consultants or through specific service agreements.
Through extensive training programs our personnel are qualified to carry out the most advanced operations, maintenance and repair jobs while the need for external resources has been reduced. By this approach the response time to incidents and costs are reduced.
As AFP is a multicultural organization, all personnel onshore and offshore have been run through a cultural awareness program to enhance communication skills across cultural barriers.
